This present world is not the world that God intends it to be. The world that God loves is being put together with men and women from each generation who love and obey him. When the number is made up God will send Jesus Christ back to establish the kingdom of God upon earth and judge the world in righteousness.
 
Acts 17:31 Because he hath appointed a day, in the which he will judge the world in righteousness by that man whom he hath ordained; whereof he hath given assurance unto all men, in that he hath raised him from the dead.
 
The world that God created has gone astray from him. The people in this world are dead in trespasses and sin and in need of saving; unless they obtain forgiveness of sin through Jesus Christ they die and perish forever.
 
Romans 3:19 Now we know that what things soever the law saith, it saith to them who are under the law: that every mouth may be stopped, and all the world may become guilty before God.

God’s love for the world as he intends it to be is manifested in that through the sacrifice of his son he has provided a way of redemption for those in the world who will believe and obey the gospel.
