Water is designed and used to represent the word of God.

Israel drank in a figure of the word of God when they drank water in the wilderness from the rock which represented Christ.

Exodus 17:6 "Behold, I will stand before you there on the rock in Horeb; and you shall strike the rock, and water will come out of it, that the people may drink." And Moses did so in the sight of the elders of Israel.

1 Corinthians 10:4 and all drank the same spiritual drink. For they drank of that spiritual Rock that followed them, and that Rock was Christ.

The Law, being a shadow of that which was to come, effectively preached the gospel to Israel.

Hebrews 4:2 For unto us was the gospel preached, as well as unto them: but the word preached did not profit them, not being mixed with faith in them that heard it.

The word of God is freely available in the scriptures; written by inspiration of God.

Isaiah 55:1 "Ho! Everyone who thirsts, Come to the waters; And you who have no money, Come, buy and eat. Yes, come, buy wine and milk Without money and without price.

2 Timothy 3:15... from childhood you have known the Holy Scriptures, which are able to make you wise for salvation through faith which is in Christ Jesus. 16 All Scripture is given by inspiration of God, and is profitable for doctrine, for reproof, for correction, for instruction in righteousness, 17 that the man of God may be complete, thoroughly equipped for every good work.

Israel forsook God and his word and turned to idols.

Jeremiah 2:13  "For My people have committed two evils: They have forsaken Me, the fountain of living waters, And hewn themselves cisterns—broken cisterns that can hold no water.

Jesus preached the word of God in the form of the gospel of the kingdom of God. Those who believe and are baptised into Christ and live by his commandments will attain to eternal life.

Mark 1:14 Now after John was put in prison, Jesus came to Galilee, preaching the gospel of the kingdom of God, 15 and saying, "The time is fulfilled, and the kingdom of God is at hand. Repent, and believe in the gospel."

Mark 16:15 And He said to them, "Go into all the world and preach the gospel to every creature. 16 "He who believes and is baptized will be saved; but he who does not believe will be condemned.

Baptism itself is an outward public witness of an inward washing by the word of God.

1 Corinthians 6:11 And such were some of you. But you were washed, but you were sanctified, but you were justified in the name of the Lord Jesus and by the Spirit of our God.

Jesus likens his words to a supply of living waters.

John 4:10  Jesus answered and said to her, "If you knew the gift of God, and who it is who says to you, ‘Give Me a drink,’ you would have asked Him, and He would have given you living water." 11 The woman said to Him, "Sir, You have nothing to draw with, and the well is deep. Where then do You get that living water? 12 "Are You greater than our father Jacob, who gave us the well, and drank from it himself, as well as his sons and his livestock?" 13 Jesus answered and said to her, "Whoever drinks of this water will thirst again, 14 "but whoever drinks of the water that I shall give him will never thirst. But the water that I shall give him will become in him a fountain of water springing up into everlasting life."

Jesus says the same to the Jews.

John 7:37 On the last day, that great day of the feast, Jesus stood and cried out, saying, "If anyone thirsts, let him come to Me and drink.38 "He who believes in Me, as the Scripture has said, out of his heart will flow rivers of living water."

The word of God, believed, is able to change the way we think and live.

Romans 10:17 So then faith comes by hearing, and hearing by the word of God.

John 13:10 Jesus said to him, "He who is bathed needs only to wash his feet, but is completely clean; and you are clean, but not all of you." 11 For He knew who would betray Him; therefore He said, "You are not all clean."

John 15:3 "You are already clean because of the word which I have spoken to you.

Ephesians 5:25 Husbands, love your wives, just as Christ also loved the church and gave Himself for her, 26 that He might sanctify and cleanse her with the washing of water by the word,

1 Thessalonians 2:13 For this reason we also thank God without ceasing, because when you received the word of God which you heard from us, you welcomed it not as the word of men, but as it is in truth, the word of God, which also effectively works in you who believe.

1 Peter 1:23 having been born again, not of corruptible seed but incorruptible, through the word of God which lives and abides forever,

Romans 12:2 And do not be conformed to this world, but be transformed by the renewing of your mind, that you may prove what is that good and acceptable and perfect will of God.

When Christ returns to establish the kingdom of God, all will be taught and understand the truth of the word of God and the earth will be transformed. This is likened to the waters covering (or filling) the sea.

Isaiah 11:9 They shall not hurt nor destroy in all My holy mountain, For the earth shall be full of the knowledge of the LORD As the waters cover the sea.

Habakkuk 2:14 For the earth shall be filled with the knowledge of the glory of the LORD, as the waters cover the sea.

I hope this helps.
