You seem to be asking for a rule in order to apply it to a principle.

It does not matter what other people say.

What matters is that, having believed the gospel and been baptised, we apply the teaching of Christ in our lives.

The principle is plain:

Matthew 5:42 Give to him that asketh thee, and from him that would borrow of thee turn not thou away.

Matthew 6:3 But when thou doest alms, let not thy left hand know what thy right hand doeth:

Mark 14:7 For ye have the poor with you always, and whensoever ye will ye may do them good...

NKJV Luke 6:38 "Give, and it will be given to you: good measure, pressed down, shaken together, and running over will be put into your bosom. For with the same measure that you use, it will be measured back to you."

Luke 11:41 But rather give alms of such things as ye have; and, behold, all things are clean unto you.

I cannot give you a rule concerning giving to others.Neither should we judge others in this respect.There are always exceptions to rules. Matthew 7:6 is also a principle.

Matthew 7:6 Give not that which is holy unto the dogs, neither cast ye your pearls before swine, lest they trample them under their feet, and turn again and rend you.

Each of us must give according to our own circumstances, applying the principle as our conscience (informed by scripture) dictates.

1 Timothy 1:5 Now the end of the commandment is charity (love) out of a pure heart, and of a good conscience, and of faith unfeigned:

Willingness to give that which we have to help others is not restricted to financial assistance and is but one aspect of a life in Christ.

1 Corinthians 13:3 And though I bestow all my goods to feed the poor... and have not charity (love), it profiteth me nothing.
